On the afternoon of September 30, 2019, Premier Li Keqiang met at the Great Hall of the People with foreign experts who received the 2019 Chinese Government Friendship Award and their families.

On behalf of the Chinese government and the people, Li Keqiang expressed warm congratulations to these foreign experts, fully affirmed their important contributions to the promotion of China's modernization, friendly exchanges and mutually beneficial cooperation between China and foreign countries, and extended sincere greetings, through them, to all foreign experts, international friends and their families who contribute to China's modernization drive.

Li Keqiang noted, since the founding of the People's Republic of China 70 years ago, especially since the reform and opening up 40 years ago, China's economic and social development has made remarkable achievements, which were attributed to the continuous self-improvement and unremitting struggle of hundreds of millions of Chinese people, as well as to the support and assistance of foreign experts and international friends. Looking back on the past 70 years, some foreign experts had made significant efforts to assist China in changing its poor situation; and some had cooperated with China at the very beginning of reform and opening up, brought the international vanguard technology, experience, and management concepts for uninterrupted decades, and made significant contributions to China's development. The Chinese people will not forget it.

Li Keqiang pointed out, China is still the largest developing country in the world. We will firmly follow the path of reform and opening up, run our own affairs well single-mindedly, and at the same time shoulder our due responsibilities as a large developing country. China is willing to work with other countries in the world to safeguard world peace, narrow the development gap between North and South, achieve mutual benefit and win-win results, and promote the development and progress of human society.

Li Keqiang stressed, China will continue to expand the international cooperation in scientific and technological innovation, promote the opening and sharing of domestic large-scale scientific research infrastructures and scientific data resources, increase the opening of various scientific and technological programs to foreign experts, and encourage foreign experts to lead and participate in the Chinese scientific and technological projects, to achieve more scientific and technological innovations that are shared by all humankind. We will implement more active, open and effective policies for talents, explore the efficient and convenient "Green Card" talent system, and provide more convenience for foreign experts in different aspects of work and life. We should insist on the reforms to streamline administration and delegate power, improve regulation, and upgrade services, strengthen the protection of intellectual property, and build a market-oriented, legal and international business environment. More foreign talents and enterprises are welcome to start business and innovation in China.

The award-winning foreign experts thanked Li Keqiang for the meeting and the award conferred by the Chinese government, congratulated on the 70th anniversary of the founding of the People's Republic of China, and expressed that they would continue to play a positive role in promoting China's modernization drive and realizing common development and progress of human society. After the meeting, the foreign experts and their families attended upon invitation the reception commemorating the 70th anniversary of the founding of the People's Republic of China.

This year marks the 70th anniversary of the founding of the People's Republic of China, and the number of awardees for the Friendship Award will be doubled in every 5th or 10th anniversary year. Accordingly, a total of 100 foreign experts from 31 countries won the Chinese Government Friendship Award this year.
